We have an Insinkerator instant hot water dispenser in our kitchen, and it flows at a rate of about one ounce per second, even slower than the earlier model we had. If you have a hot water dispenser, is yours that slow?
Check the seat of the saddle valve. Some times the rubber gasket gets distorted and restricts water flow. The hole in the water line sometimes gets blocked also.

I've changed my refrigerator water filter twice in the past four months. I have adequate ice production and water pressure at the kitchen faucet is very good, maybe even a little high but I have a restrictor on the faucet so it's fine. Any ideas...
If changing the filter makes the problem go away then you should put in a pre filter before the water line goes into the fridge. You can get cheap multi stage filters at most building supply or big box stores and then it will filter out the large particles that are plugging
