problem is probably related to a cheapo opti you're throwing on there and the original vent harness that needs to be replaced. Check electrical connector to opti. New one can be had for $50 (dealer is $250!) from www.innovativewiring.

Wow, I have a 1999 Cherokee and I have one of the exact same problems as you. Both my rear windows and passenger side window will only roll up/down from the driver's switch.
